Dr. Adaora Otiji, CPTD, ADC
Dr. Adaora Otiji is an accomplished leader specializing in organizational transformation through strategic talent development, change management and people-centered human resources strategies. With over 15 years of experience, she is dedicated to advancing individual careers and organizational effectiveness through innovative program development and impactful change leadership.
Dr. Otiji currently serves as the chief learning officer of the District of Columbia Department of Health, leveraging a robust background in designing, delivering and managing talent and organizational development programs across nonprofit and government sectors. She was recognized as an Up & Coming Talent Development Leader by the Association for Talent Development (ATD) in 2023, is a Certified Professional in Talent Development (CPTD), is an Associate Diversity Coach and serves as president of the Metro DC Chapter of ATD.
Dr. Otiji earned her Ed.D. in organizational leadership from Northeastern University, focusing on multigenerational workplace dynamics. She also holds an MS in nonprofit and association management and a BA in journalism from the University of Maryland.
